Possibly both with a little HF and even Sat phone thrown in as well.

don't think we have any users here from up that way

you could always enter the post code into the ACMA web page and see if
the Police ID comes up

some still carry HF sets but my guess is they don't get used much now
that there are SAT phones fitted
even Kilcoy and Esk Police use them these days
