Indeed. I'm not sure what he's playing at with that comment. He's trying
to go *somewhere* with that, but I'm not sure where :)

uniform in his barely road-worth vehicle with a couple of hand-held UHF CB's
is going to help the police end a siege - or help anybody else for that
matter.

It may well be a generalisation - but boy is it true...
Most CREST volunteers I met over the years are good people, but also
seem to be wanna-be police or firies who one way or the other can't
qualify for such careers.
You'll often see them involved with the SES as well (although the SES
does provide a genuinely valuable service).
Communication ability has never been better, as a rule (i.e cell phones)
and in all honesty, I'm not sure if CREST is relevant these days -
except to CREST volunteers themselves.
